1. ISE 14.7 doesn't support Windows 10 OS.
2. Did you install cable drivers successfully?
3. Try connecting the board using iMPACT.

Thanks for your reply,
I got my ISE 14.7 to work with windows 10 by renaming two files (as was mentioned in a previous post).
I am able to load my bit file into the FPGA with no problem.Only the chip scope pro is unable to detect the cable.
