Did you download the driver, run the install script, and then change the permissions on the windrvr6? If I'm not mistaken, the .pdf on how to install the cables on Linux forgets to mention the permission change requirment, but it's listed in the readme with the driver.

can you tell me one more thing the cable drivers are installed along with the ISE are you suggesting any other drivers

In the archive downloaded at the above location you'll find a readme file that gives the directions you need to install on Linux. I suggest ignoring the user guide above since, after checking, I can confirm it doesn't tell you to reset permissions.
