When the JTAG cable is correctly recognized by impact or ChipScope, but the device idcodes are not correctly read back then that is a strong indication that the JTAG is incorrect.
Assuming that the board that you are using is the Xilinx XUPV5-LX110T board, the basic JTAG chain is correct. There is an option in the JTAG chain to bypass/not bypass the JTAG header. Check the state of jumper J21 to ensure that is correct for your setup.
